Anyone wishing to join (or rejoin) the Exemplars completes the membership application form and sends it to the executive officer. The applicant then:
The executive officer of the franchise then consults with the regular members to establish if the applicant is suitable. If there is less than a 25% "No" vote, the applicant is be approved as a probationary member and assigned a field or support role as appropriate, subject to the approval of the board of directors. Applicants deemed unsuitable for membership have the right to know why they were considered unacceptable, and may appeal if they believe they have been unfairly dealt with.

Exemplars are expected to be competent with a range of skills and be capable of using their superhuman powers safely and reliably before taking up a field or support role. The length of time spent in training depends on the individual's background, skills and abilities. During this time, the candidate undergoes any training required for their proposed role within the Exemplars and meets any additional requirements set by the executive officer.
Once the probationary member has completed all training required by the executive officer, they are assigned to provisional duties in a field or a support role for one month. During this month, they perform all the duties required of their role, including participating in combat missions if a field member.
At the conclusion of the month, they are considered for regular membership by the other regular members of their franchise. The provisional member is upgraded to regular membership if there is less than a 25% "No" vote, subject to the approval of the board of directors.
If the upgrade is not approved, the executive officer has the option of extending the period of provisional status, transferring the applicant to another franchise, or terminating membership. If a provisional member is not upgraded, they have the right to know why they were not considered ready and may appeal to the board of directors if they believe they have been unfairly dealt with.
